  If the decision-making power on the objectives of military operations does not rest with humans,And the robot will be in charge,What will happen to the world?So-called“Killer robots” refer to weapons that can independently determine military goals on the battlefield。Such autonomous robots are different from drones that have been put into military operations,Because most of the latter are still remotely controlled by humans。However,In the near future,The deployment of automatic weapons will soon become a reality on the battlefield,And potentially replace human soldiers。Some countries and some experts have called for a ban on fully automatic weapons at the United Nations level,Other countries that have strategic interests in the development of such weapons have blocked negotiations on this issue。Then,In the absence of a specific international treaty addressing the issue,How existing international law regulates the use of automatic weapons?How will international humanitarian law and international human rights law treat this issue?If a new regulatory framework is urgently needed,What kind of rules should we conceive?Does the country need to bear responsibility for the Bet365 sportsbook reviewmistakes made by its autonomous robots?In this lecture,Dr. Machiko Kanetake will speak from the perspective of international law,Elaborate on the key issues surrounding “killer robots”。

Lecture guest profile:

Dr. Machiko Kanetake is Assistant Professor of Public International Law and Director of the Master of Public International Law Program at Utrecht University in the Netherlands。Machiko’s research direction is international security law and analysis of the marginal area between national law and international law。She has a special focus on the following areas: International level、Economic sanctions and export control issues of dual-use items at EU and national levels; Interaction between the exercise of the power of the United Nations Security Council and domestic legal order; Documents adopted by United Nations human rights treaty monitoring bodies involving domestic courts; Domestic application of non-binding international documents。

Machiko obtained a PhD from Kyoto University, Japan,Received Master of Laws from London School of Economics and Political Science (LSE) and University of Sheffield, UK。 She served as a postdoctoral researcher and lecturer at the University of Amsterdam, the Netherlands (2011-2014),Visiting PhD Researcher, bet365 Play online gamesGlobal Fellows Program, New York University (NYU) School of Law, USA (2010-2011),Visiting Researcher at the University of Sydney (2012),Visiting Fellow, Harvard Law School Human Rights Project (2014-2015),Visiting scholar at the Institute of Transnational Law, Dickson Poon Law School, King's College London (2015)。

At the same time,Machiko is a member of the editorial board of Leiden Journal of International Law and Security and Human Rights Journal。
