In response to problems arising in the drafting of the "Shandong Province Tax Security Regulations"，Guo Chuankai put forward four main opinions。First，Tax protection is a serious matter，The drafting of local regulations is also a very serious matter，Therefore, the drafting of local tax regulations must be “stricter than ever”，Must follow tax legal principles，And strive to pursue the goal of Bet365legislative streamlining；Second，Proper legislative techniques should be used in rule formulation，Avoid “headaches”、Heal your feet for pain”；Third，In order to comply with the requirements of optimizing the business environment and deepening the reform of “delegating power, delegating power, delegating power, delegating power and optimizing services”，This regulation should improve the content of "tax services" on the existing basis；Fourth，In terms of the impact of information technology development on legislation，Don’t affect the quality of legislation just to catch up with the trend。Last，Guo Chuankai gave his opinions on the internal discussion draft of the "Shandong Province Tax Security Regulations" item by item，After the meeting, nearly 30 legislative revision proposals were submitted to the Shandong Provincial Taxation Bureau。
